AT A GLANCE
Idaho’s statement rule is narrow. Idaho Code § 45-609(2) requires an employer to furnish each employee a statement of deductions made from the employee’s wages for each pay period in which deductions are made. The statute does not list gross pay, hours, rates, or pay-period dates as required fields, and it states no separate electronic-delivery condition. A willful failure to furnish the statement is a misdemeanor. Employment records must be kept for at least three years from the employee’s last date of service under Idaho Code § 45-610.

Idaho’s pay-statement duty is tied to deductions rather than to every payday. Under Idaho Code § 45-609(2), the statement is required for each pay period in which deductions are made, and its required content is the deductions themselves. A LeoFolio page should not present Idaho as requiring a full pay stub with hours, rates, gross pay, and pay-period dates by statute, even though a complete pay record remains good practice.
Idaho’s withholding changed during 2026. The Tax Commission updated its 2026 income-tax withholding tables on July 31, 2026 because the Idaho Child Tax Credit sunset under Idaho Code § 63-3029L. The Commission advised that employers do not need to adjust withholding back to the beginning of the year but should use the revised tables going forward. Idaho uses its own Form ID W-4.
Idaho unemployment insurance uses a high taxable wage base. For 2026, the base is $58,300, up from $55,300 in 2025, and every new employer other than a cost-reimbursement employer starts on the 1.000% standard rate for at least the first six calendar quarters.
PAYROLL REQUIREMENTS CHECKLIST
Furnish a statement for each pay period in which deductions are made from the employee’s wages.
Show the deductions made from the employee’s wages. Additional wage information can make the record more useful, but do not describe those extra fields as statutory requirements under § 45-609(2).
Apply the Tax Commission’s current 2026 tables (updated July 31, 2026) and each employee’s Form ID W-4.
Apply unemployment contributions, workers’ compensation coverage, and the three-year employment-record requirement separately from the deduction-statement rule.
PAYROLL RECORDS IN PRACTICE
Section 45-609(2) does not specify paper or electronic delivery and states no consent or printing condition. Use a delivery method the employee can access and keep.
Idaho Code § 45-610 requires employment records to be kept for at least three years from the employee’s last date of service. Keep the payroll records that support each deduction statement.
USE THE REVISED 2026 IDAHO TABLES
Idaho withholding depends on Form ID W-4, wages, and payroll frequency. The Tax Commission revised its 2026 tables on July 31, 2026 after the Idaho Child Tax Credit sunset. Use the revised tables for wages paid going forward; the Commission stated that employers do not need to adjust withholding back to the beginning of the year.
